Ruby Yeung (楊肇珊) spent the first chapter of her career in the construction industry — building physical structures. She spent the second chapter proving that the most durable thing you can build is a community. As the founder of HKALPS Limited, she secured a 93,000-square-foot government tenancy beneath the Kwun Tong Bypass and operated it for eight consecutive years (2017–2025) as VESSEL — a place-making project that wove together art, culture, green living, and sports into a single operational model along the Kwun Tong Promenade. The Hong Kong Government's Development Bureau publicly cited VESSEL as part of the Kowloon East transformation. The Marine Department's Local Vessels Advisory Committee engaged her directly on waterfront activation. She didn't just occupy government land; she demonstrated a replicable model for turning dead infrastructure into living community assets. At GBAYCIA, she serves as Chairman of Social Innovation & Impact, applying this exact methodology to the Greater Bay Area's blue economy — ensuring that maritime development integrates community engagement and cultural vitality alongside commercial growth.

  • Maritime-Community Bridge: Engaged directly with the Marine Department's Local Vessels Advisory Committee (LVAC) on waterfront activation, establishing a formal link between community place-making and Hong Kong's maritime governance framework.
