As the Founder and President of the Greater Bay Area Yacht & Cruise Industry Association (GBAYCIA), he has created more than an association; he has established a nerve center for the future of marine tourism, leveraging his deep network and visionary strategy to position the GBA as a world-class yachting hub.

This masterstroke didn't just bring international attention to the Greater Bay Area; it created a two-way superhighway for ideas and commerce. By linking Guangdong’s manufacturing prowess with Monaco’s legendary design standards, he engineered a new model of sustainable, mutually beneficial trade that has become the envy of emerging yacht markets worldwide.

The Standard-Setter: Forging an Industry of Excellence 
Washington’s vision was never just about building boats; it was about building a world-class industry from the ground up. He understood that true growth requires a foundation of trust, quality, and expertise. To that end, he authored the definitive certification framework for technology transfers between Chinese and European shipyards. This rigorous system became the industry’s gold standard, ensuring that partnerships were built on a shared commitment to excellence and elevating the reputation of Chinese manufacturing across the globe. But his work didn’t stop at hardware. Recognizing a critical gap in human capital, he spearheaded the creation of the first-ever Mandarin-language IYT training modules, opening the door for a new generation of mainland Chinese sailors and technicians to receive elite maritime education.

He showed them how to blend modern business acumen with timeless cultural grace, famously encouraging them to swap jade figurines for contracts. It is this unique ability to navigate the nuances of both business and culture that allows him to seal deals with a style and effectiveness that are second to none.
